WhatsApp marketing in Dubai, built on consent and the official Business API

WhatsApp marketing in Dubai works when it runs on the official WhatsApp Business Platform, messages only people who opted in, and puts a person within reach of every chat. Quixo Marketing sets up the opt-in, the approved templates and a shared inbox where AI drafts replies and your team can take over at any moment.

What WhatsApp marketing is, and what it is not

WhatsApp marketing is the use of WhatsApp to reach customers who have agreed to hear from you, with approved message templates, segmented broadcasts and two-way conversations handled by your team. In the UAE, where most customers already message businesses on WhatsApp before they call, it is often the shortest path from an enquiry to a booking or a sale.

There are two very different things sold under the same name in Dubai. The first is the official WhatsApp Business Platform (often called the WhatsApp Business API). Meta verifies your business, approves your message templates, and charges for conversations at rates Meta sets. You message people who opted in, and they can opt out at any time.

The second is the bulk "database blast": a purchased or scraped list of numbers, unofficial tools or modified apps, and thousands of unsolicited messages sent at once. It looks cheap. In practice it breaks Meta's WhatsApp Business and Commerce policies, recipients report and block the sender, and the number is restricted or banned. When that number is the one your customers already know, you lose the channel and the conversation history with it.

We only build on the first. This page explains how that works, what the Quixo inbox does, and where it fits for clinics, property firms, retailers, schools and restaurants in Dubai, Abu Dhabi and Sharjah. It is not legal advice. Messaging rules change, so check current Meta and UAE TDRA rules for your sector before you launch a campaign, and take your own legal advice where the stakes are high.

How a consent-based WhatsApp programme works

Six stages, in order. Skipping the first one is what gets numbers banned.

  1. Build an opt-in list

We add clear opt-in points where customers already are: a website form with an unticked consent box, a click-to-chat button, a QR code at reception or the till, a booking confirmation. Each opt-in records the date, source and wording the person agreed to, so you can show where consent came from.

  2. Get templates approved

Business-initiated messages on the WhatsApp Business Platform use templates that Meta reviews before you can send them. We draft them in English and Arabic, keep them specific (a reminder, an offer, an update) and place the opt-out wording where people can see it. Templates sync to the portal once approved.

  3. Send segmented broadcasts

Instead of one message to everyone, campaigns go to segments: patients due a follow-up, buyers interested in a community such as Business Bay or Dubai Silicon Oasis, shoppers who asked about a product. Smaller, relevant sends get fewer blocks and protect your number's quality rating.

  4. Automate the first replies

A visual automation builder handles the predictable part: opening hours, location, price lists, booking links, document requests. In the inbox, AI drafts a reply from your approved information and a person decides whether it goes out.

  5. Hand over to a person

When a chat needs judgement, such as a complaint, a medical question or a negotiation, a team member takes over the conversation in about a second and the automation stops. They can hand it back to automation whenever they choose.

  6. Report and improve

You see which templates were delivered and read, which campaigns started conversations, and which chats became leads in the WhatsApp lead table. Reports come in English and Arabic. We use them to prune segments, retire weak templates and adjust timing.

How we keep campaigns compliant

Compliance on WhatsApp is mostly about two things: proving people asked to hear from you, and stopping the moment they ask you to stop. We build both into the system rather than leaving them to memory.

  • Opt-in first. Campaigns only go to contacts with a recorded opt-in. A list you bought, scraped or "inherited" from a partner does not qualify, and we will not load it.
  • STOP checked at send time. When someone replies STOP or opts out, the platform checks that status at the moment of sending, not only when the campaign was created. That includes retries of failed messages and campaigns already sitting in the queue, so a scheduled broadcast cannot reach someone who opted out an hour earlier.
  • Approved templates only for business-initiated messages, as Meta requires on the Business Platform.
  • Sensible frequency. We agree a sending rhythm with you per segment so customers are not messaged more than they expect.
  • A person in control. AI drafts replies; a person approves campaigns and can take over any chat.

Healthcare, financial services and property have extra rules on what you can say and to whom. We flag sector questions during setup, but the final call on regulated wording sits with you and your advisers. Again: check current Meta and UAE TDRA rules before you send.

What the Quixo WhatsApp inbox does

The inbox sits inside the Quixo Marketing portal, alongside your posts, reports and CRM. You connect your WhatsApp Business number; your team works from one screen.

  • Shared inbox

Every WhatsApp conversation in one place for the whole team. Assign chats, leave internal notes and see who replied last, so no enquiry sits unanswered because everyone assumed someone else had it.

  • AI drafts, a person approves

AI prepares a reply from your approved information: services, prices you have published, hours, location. A team member reads it, edits if needed and sends. Nothing goes out in your name without a person deciding it should.

  • Human takeover in about a second

One click moves a chat from automation to a person, and the automation stops replying. When the conversation is resolved, hand it back to automation at any time.

  • Consent-based campaigns

Build segments, pick an approved template, schedule the send. Opt-outs are respected automatically, including on retries and queued campaigns.

  • Review-request campaigns

After a visit or a delivery, send a short, approved message asking happy customers to leave a Google review. Timing and wording are agreed with you; nobody is offered anything in return for a rating.

  • WhatsApp lead table

Chats that turn into enquiries land in a lead table with source, status and owner, and flow into the CRM included in every paid plan. You can see which campaign or ad started the conversation.

Use cases by sector in Dubai and the UAE

The same tools, set up differently for how each kind of business actually talks to customers.

  • Clinics and medical centres

Appointment confirmations and reminders, pre-visit instructions, follow-up booking prompts and review requests after a visit. Clinical questions go straight to a person. Health advertising rules apply in the UAE, so promotional wording is agreed with you before any template is submitted.

  • Real estate

Instant replies to portal and ad enquiries with brochures, floor plans and viewing slots, then segmented updates on new launches in areas such as Dubai Marina, Business Bay or Jumeirah Village Circle, sent only to buyers who asked for that area. Agents take over for viewings and offers.

  • Retail and e-commerce

Order and delivery updates, back-in-stock alerts for people who requested them, abandoned-cart reminders where the customer opted in, and a fast route to a person for returns. Useful for stores selling across Dubai, Abu Dhabi and Sharjah.

  • Education and training

Enquiry handling for schools, nurseries and training centres: fee schedules, open-day bookings, document checklists and term reminders to parents who opted in. Admissions staff take over for individual cases.

  • Restaurants and cafés

Table bookings, menu and location replies, event announcements and loyalty offers to regulars who joined your list at the table or on delivery. Short, timely messages, never a daily blast.

Where to start

Most businesses we speak to in Dubai already get WhatsApp enquiries from their website, Google listing and ads. The first question is not "how do we send more" but "how many enquiries are we losing, and why". A Quixo Audit checks your public website and gives a six-factor score and grade (23 checks, 0–100, A–F), including how easy it is to start a conversation with you and whether AI assistants such as ChatGPT, Perplexity, Gemini and Claude can read your business details. It never invents a score: anything it cannot measure is marked "not measured" and left out.

From there we scope the WhatsApp setup: opt-in points, the first templates, inbox rules and who on your team handles takeover. If you want WhatsApp alongside content, search and paid media, see our AI marketing agency page. Quixo Marketing is based in Dubai Silicon Oasis and works with businesses across the UAE.

WhatsApp marketing in Dubai: questions buyers ask

Can you send WhatsApp messages to a list we bought?

No. We only message contacts who opted in to hear from you. Bought, scraped or rented lists break Meta's WhatsApp policies, draw reports and blocks, and put your number at risk of restriction or a ban. If you have an old list, we can help you invite those contacts to opt in through your website, ads or in-store QR codes instead.

How much does WhatsApp marketing cost in Dubai?

There are two parts. Meta charges for WhatsApp conversations at rates Meta sets, and those charges are billed separately. Quixo's setup and ongoing work are scoped and quoted after the audit, which starts at $49 / AED 180 for Essential (Pro $99 / AED 364, Enterprise $179 / AED 657). We do not publish retainer prices because scope varies by volume and sector.

What is the WhatsApp Business API?

The WhatsApp Business API is the common name for the WhatsApp Business Platform, Meta's official route for businesses to message opted-in customers in volume. It supports approved templates, shared inboxes, automation and integrations with a CRM. Unlike the free Business app, it is used through a provider and Meta charges per conversation.

Can we keep our existing WhatsApp number?

Usually, yes. You connect your WhatsApp Business number to the platform, which may mean moving it off the Business app on your phone. Chat history on the phone does not always carry across, so we plan the switch with you and check Meta's current migration rules first.

Will AI reply to customers on its own?

Not without your say. In the Quixo inbox, AI drafts replies from your approved information and a person decides whether they are sent. Simple automations such as opening hours can run on rules you approve. Any team member can take over a chat in about a second and hand it back whenever they like.

How do you handle opt-outs and STOP requests?

Opt-outs are checked at the moment a message is sent, not only when a campaign is planned. That covers retries and campaigns already queued, so someone who replied STOP is not messaged again by a scheduled broadcast. Their opt-out stays on record unless they choose to opt back in.

Is bulk WhatsApp messaging legal in the UAE?

We do not give legal advice. What we can say is that unsolicited bulk messaging breaks Meta's WhatsApp policies and commonly leads to number bans. Rules on marketing messages in the UAE are set by bodies including the TDRA and change over time, so check current Meta and UAE TDRA rules for your sector before sending.

Can you promise our messages will be read or our number will never be restricted?

No. No one controls how customers respond, just as no one controls a position in Google or a mention by an AI assistant, and Meta decides number quality ratings and restrictions. What we control is the setup: opt-in only, approved templates, sensible frequency and fast opt-out handling. Those practices reduce blocks and reports, which is what protects a number over time.

Do you work in Arabic?

Yes — pages, reports and dashboards in English and Arabic. We draft WhatsApp templates in both languages, and the portal supports right-to-left layout for Arabic. Many Dubai campaigns send English and Arabic versions to different segments based on the language each customer chose.

How is this different from your WhatsApp automation service?

This page covers marketing: opt-in lists, campaigns, review requests and the inbox your team works from. WhatsApp automation covers the flows behind it, such as booking, routing and lead capture. Most clients use both, and we scope them together after the audit.
